Primary utility
A project that wants a USCoinCap verification review deposits $USCC to the application address and submits its evidence. The USCoinCap team reviews the application against the four tests. The deposit funds the review; afterward the tokens go one of two ways.
- Project sends 1,000,000 $USCC to the application address.
- USCoinCap reviews the evidence.
- Pass — deposited tokens are distributed to all $USCC holders, weighted by how much each holds.
- Fail — deposited tokens are burned.

Pass vs fail
- Pass — the deposit is shared pro-rata across every $USCC holder. Holding $USCC means sharing in successful applications.
- Fail — the deposit is burned. Bad or incomplete applications do not recycle into the market.
That is a concrete reason for companies to acquire $USCC (to apply) and for holders to keep it (to receive successful application deposits).

How it fits the register
The board already publishes what counts as U.S.-based — headquarters, incorporation, founders, and operations, each tied to evidence. Methodology is the contract. $USCC is how a project pays to put that claim under review — and how holders share in applications that clear it.
